VA Benefits for Assisted Living in California: What Veterans Need to Know

Many veterans and surviving spouses don't know they may qualify for benefits that help pay for assisted living or memory care. Here's a plain-language guide to VA benefits for senior care in California.

If your loved one is a veteran — or the surviving spouse of a veteran — there may be significant financial benefits available to help cover the cost of assisted living or memory care. Unfortunately, many families never access these benefits simply because they don't know they exist.

This guide explains the key VA benefits available to California veterans seeking senior care, and how to start the application process.

VA Aid & Attendance Benefit

The most significant benefit for veterans in assisted living is the VA Aid & Attendance (A&A) pension — a monthly financial benefit for veterans (and surviving spouses) who need help with Activities of Daily Living such as bathing, dressing, or medication management.

As of 2025, the maximum monthly Aid & Attendance benefit is approximately:

  • Veteran alone: up to ~$2,300/month
  • Veteran with a dependent spouse: up to ~$2,727/month
  • Surviving spouse of a veteran: up to ~$1,478/month

These amounts can significantly offset the cost of assisted living or memory care. To qualify, the veteran must meet service requirements (generally at least 90 days of active duty with at least one day during a wartime period), have a medical need for assistance with daily activities, and meet income and asset requirements.

Housebound Benefit

Veterans who are substantially confined to their immediate premises due to a permanent disability may qualify for the VA Housebound benefit — a separate pension add-on that provides additional monthly income for qualifying veterans.

How to Apply

Applying for VA pension benefits can be complex. Here are the steps to get started:

  • Gather military discharge documentation (DD-214 or equivalent)
  • Obtain a physician's statement documenting the need for personal care assistance
  • Complete VA Form 21-2680 (Examination for Housebound Status or Permanent Need for Regular Aid and Attendance)
  • Submit VA Form 21P-527EZ (Application for Pension) to your regional VA office
  • Consider working with a VA-accredited claims agent or veterans service organization (VSO) — assistance is free

California State Veterans Benefits

In addition to federal VA benefits, California offers supplemental programs for veterans. The California Department of Veterans Affairs (CalVet) can help connect veterans with state-level resources, including assistance programs and referrals to care facilities that accept VA benefits.
